Canada has 3 levels of government because if there was only one that one government could not do everything so the divided it into 3 levels of government so every level has there own jobs and responsibility's!
Look you uneducationed person, it is because unitary system of government is a one-level system of governing and Canada is a federal system which needs a two level system.

The Levels of Government from Highest to lowest is:The Federal,the Provincial,Territorial,and the Municipal level.
Local town and city departments manage sanitation much better than a higher level of government can. The local government is closer to the sanitation problems and is more answerable to the local population then a higher level would be.
Each city has it's own municipal government. They are all different.
