The individual is the lowest level and most basic unit of political organization. It represents a single person's participation and influence in the political system.
The highest level of organization in an animal is apparently the organ system. Just beneath that are the organs that make it up, the tissues that make those up, and the cells that make those up.
The level of organization that reflects the interactions between organ systems is called the organism level.
