It depends how you play, being either a person who goes straight for the main story line, or to do as many, if not all of the side quests, then it can vary.
I would say, you should be, at a minimum level, be around level 15, due to having to attack Aludin. But when I did this, I was about level 22 or 23.

Originally there was a level cap of 81, which was reached when all skills were maxed out.
However since the release of the Legendary edition, skills can be reset down to 15. As levelling is determined by raising your skills, this means that there is no longer a level cap. You can keep resetting your skills and gaining more levels as you raise them again.
People usually max out their characters at lvl 50 but the level cap might be up at 70

You can do what you want in Skyrim, attain any level, max out any skill, you won't miss anything from the Dawnguard expansion pack. It is already out for PC also as a disk version, though it's easier to get it through Steam.
