I recommend training it at Celestic town in the tall grass if you are not at the elite 4 yet...

staraptor: level 38 (taking a long hard rest...)
gyarados: level 22. (in training)
Bidoof: level 13 (hm slave)
Luxio: level 25 (in training)
and a wooper level: 20. I don't know why the hell I caught a wooper but I will soon
be changing it for something like a level 30 budew/Roselia...
