It depends which generation you play. Visit the site below and scroll down and find all Tyrogues moves. There it says at what levels Tyrogue learns different moves. You can change generation there as well.
On the T.V. show, I think they're about the same tough and strong. But all my friends and I believed that Heatran is stronger than Giratina. Heatran's most powerful moves are almost all power over 95.But Giratina's moves are also very good, but not as powerful as Heatran's. Although Heatran's speed is lower than Giratina's, Giratina has an advantage. But still not stronger than Heatran. But in the Pokemon TV show, there like the same strong.giratina beats heataran because fire is dissafective to dragon and when giratina is in orgin foarm ground moves wont work on it

Yes, Pokemon of all stages can still learn moves.
Gen I: at level 42 to learn all the moves(at 35 it learns flamethrower). Gen II: at 37 to learn all the moves. Gen III: at 41 to learn all the moves. Gen IV: at 47 to learn all the moves. Gen V: at 54 so it learns fire blast(really good).
The one i just discovered was at lv. 57 he learns flare blitz. Check psypokes.com, it has a level-up chart for all pokemon.

Heatran is a legendary Pokemon encountered at level 70 in Diamond/Pearl and at level 50 in Platinum, and level 50 if encountered through the special event. Beginning at level 50, Heatran can learn the following moves: Fire Spin at level 57; Iron Head at level 65; Earth Power at level 73; Heat Wave at level 81; Stone Edge at level 88; and Magma Storm at level 96.
because when you get to a certian level you have learnt all the moves it will learn by level
Ninetales can't learn any moves on it's own. It learns moves as a vulpix before it evolves, or through TMs.
