For a team it should be around 65, but if you just train one pokemon it should be around 78 which isn't as hard as it seams if you face every trainer. But which ever way you go make sure to get some revives.

The Elite Four becomes stronger by itself once you beat them. All their pokemons become about 20 levels stronger after the first time you beat them :)

It's the same as Pokemon gold and crystal. Elite four Pokemon are between levels 40-50.

I would suggest having your whole team above level 50 so you have a chance to beat the Elite Four. I think the Elite Four Pokemon are at level 50-60, so well trained level 50 Pokemon will be good for the elite four.
red or the elite four if you beat red the elite four Pokemon will be jacked up or red again after you beat the elite four his Pokemon are the same levels as before

from lvl 46 to 67 i think
You need to train your Pokemon to much higher levels. Levels 55-60 would be very good for the Elite Four, but not a definite victory. With those leveled Pokemon, you'd lose to the Elite Four, with no possible chance of winning.
