For certain all higher animals do. It also depends on your meaning of limbs. But, all Chordata have a backbone. Only Vertebrate that does not have limbs, if your are defining limbs to be legs and arms, are the fish. The term use to describe 4 limbed animals is tetrapod.
Turtles primarily use their limbs and feet to move around both on land and in water. Their strong front flippers help them paddle through water, while their back legs assist in walking or swimming. Additionally, turtles use their neck and head to search for food and explore their environment while moving.
