No one knows that for sure, but in the book, it says that district 12 is current day Viriginia and that the Capitol is in the Rocky Mountains. That is all the book says about location of districts.
Madge wasn't in the movie, so Katniss had to buy the pin in the movie. Several of the lines where not similar. When Katniss and Peeta where on the "roof" in the movie, Peeta didn't show Katniss the "protective" forcefield like he did in the book. Effie had pink hair in the book. The movie didn't show how Katniss familiarized Rue with Prim (I think they could have shown a flashback of Prim while Katniss was with Rue). The movie didn't show that the dog/wolf muttations had the eyes/hair color of the dead tributes. The "gifts" that Haymitch sent Katniss during the games didn't come with notes in the book. I think they should've had Katniss narrate the entire movie to fulfill many fans' hopes :-/
