When the character(s) in the Resort Area talk about that, they are probably referring to the Magikarp you can catch at extremely high levels there. With a Super Rod, you can catch Magikarp up to level 100.
Its actually a shiny gyarados. Its red and white and extremely hard to catch

∙ 14y agoNo, as far as I know, it's a lvl 100 Magikarp on the other websties, So its useless because it cannot evolve. The only way it can be a Shiny Gyrados is through Action Replay as far as I know:)
