The story of the birth of Mockingjays started when the Jabberjays, which were mutant birds sent be the Capital to spy on the districts during the old rebellion with District 13, were banished to the forest for feeding the Capital lies which the Rebels told them. They mated with mockingbirds and found a way to survive despite banishment to die in the forest by the Capital, and since then have always been a symbol of rebellion and hope (for the Rebels) to the Capital.

Hunger Games - No, they are not. The Capitol made them to spy on the Tributes. Later on in the Games, they let the females die on their own. But before the males died, they mated with female mockingbirds to form mockingjays, having the ability to do bird songs and human voices, from a "child's high-pitched warble to a man's deep tones. And they could recreate songs."
A company didn't invent the Hunger Games. It was written by an author named Suzanne Collins. If you mean what company published the Hunger Games then that would be Scholastic.
She was a scriptwriter for children's programs and she also wrote quite a few novels but it was The Hunger Games that really made her famous
No. Mockingjays are the creation of Suzanne Collins, the author of 'The Hunger Games' triology. However, there are other birds that do exist that can mimic human sounds, such as the mockingbird.
the government used to make birds called jabberjays that picked up peoples' conversations and sent them back to the capitol. they were used to find traitors and people conspiring against the government. people found out about these, though, and began to feed jabberjays useless or false information, so the government abandoned the project. they left the jabberjays where they were to die out, but instead they bred with mockingbirds, creating mockingjays. mockingjays can't mimic words, like jabberjays, but they can repeat a tune if they like it enough. katniss' dad had such a beautiful voice that the mockingjays would take up a song whenever he sang it. (that's why mockingjays remind her of her dad) THE mockingjay, however, in later books, is katniss. she has a pin she got in the first book with a mockingjay on it, a symbol of defiance, and she wore it continuously in the first book. people call her the mockingjay in later books, because of her pin.
