Yes you can enter magic kingdom at 7pm, although I would only suggest doing that if you have a park hopper ticket and you want to enter that park after being in others, because it would be a waste of a day to enter that late.
You had to take part in the Magic Quill challenge which involved answering a question, multiplying the answer by a certain amount and adding the answer onto a URL where you would find the Magic Quill.
