Only Mexicans and Americans qualify as such. In Mexico, It celebrates the anniversary of the Battle of Puebla (May 5, 1862), when a militia of 4,500 Mexicans defeated a professional army of 6,500 soldiers, at a time when France had the best army in the world.

For Americans, it started due to President Roosevelt's "Good neighbor" policy. It has become a "Mexican-American pride day", and as such, it celebrates Mexican Culture. It is also a good pretext among non-Mexican-Americans to drink beer and eat snacks -- just like St. Patrick's Day is for Irish-Americans.
