Very little is known about the make up of the surface of the outer planets. The outer planets are generally referred to as gas giants. While most of them are made up of mostly gasses, it is is believed that their cores are made up of liquified heavy metals.

Why are inner planets also called rocky planets?

The inner planets, except earth, are made up of rocks. They have a hard surface. The earth would be one of these except we have water. The outer planets are gas giants and do not have a solid surface.

What makes up the surface of the outer planets?

The outer planets don't really have a well defined surface like the inner planets. They are made mainly of gas, which gets thicker and thicker towards the centre. The pressures eventually get so immense that the gas is compressed into a liquid state, or solid state further in still, yet these boundaries are not well defined as with the surface of the inner rocky planets.

Are the inner and outer planets different?

The inner planets are all rocky planets. The outer planets are completely made up of gases. The inner planets are much smaller than the outer planets.
