The study of Peter's character in The Bible will not produce any satisfactory answers to your question, beside the obvious fact the Lord chose him. The Bible does not say anything about why Peter or what makes him special, but it does have a few things to say about some of the principles, on which basis God chooses certain individuals.

1Corinthians 1:26-31 "For ye see your calling, brethren, how that not many wise men after the flesh, not many mighty, not many noble, are called: But God hath chosen the foolish things of the world to confound the wise; and God hath chosen the weak things of the world to confound the things which are mighty; And base things of the world, and things which are despised, hath God chosen, yea, and things which are not, to bring to nought things that are: That no flesh should glory in his presence. But of him are ye in Christ Jesus, who of God is made unto us wisdom, and righteousness, and sanctification, and redemption: That, according as it is written, He that glorieth, let him glory in the Lord."

From the above passage it is clear that God does not look for outstanding or great individuals that the world would admire or set as an example, but God is seeking those that would simply trust Him, with child-like humility (Matthew 18:1-4) For those who still like to hold on to their pride, or self-esteem this is a hard pill to swallow, but God is not interested in anything puny, wretched sinners may have to offer him, He offers everything to us. Peter was full of himself, he thought he was somebody important, he though he was a hero - John 13:37 "Peter said unto him, Lord, why cannot I follow thee now? I will lay down my life for thy sake. Jesus answered him, Wilt thou lay down thy life for my sake? Verily, verily, I say unto thee, The cock shall not crow, till thou hast denied me thrice." Peter had to learn that night that he was no hero but a coward, that was a very humbling experience for him and it was necessary, in the end he made good on his boasting, for he indeed laid down his life for the Lord, but only by the grace of God and in God's own time.

1Samuel 16:7 - "But the LORD said unto Samuel, Look not on his countenance, or on the height of his stature; because I have refused him: for the LORD seeth not as man seeth; for man looketh on the outward appearance, but the LORD looketh on the heart."
