If by urinating constantly you mean continual leakage rather than frequent accidents, you need to see a vet now. Otherwise, could be stress. Has anyone been getting heavy with the youngster over toilet training or other issues? Make it clear to family members that frightening, hitting, or over-exciting is not going to reward you all with a happy, secure and, above all, continent, dog. If bad management has happened you'll need to start over with the toilet training, with calm and patience and absolutely no scary or threatening tactics. Keep lots of newspaper handy to spread on the floor, be understanding and never, ever hit the pup or become angry. Catch the youngster in the act and carry them quickly outside or to the nearest newspaper, which should be close to an outside door. Tell it it's good when even a few drops hit the garden or the paper. Try to ensure your pup has easy access to fenced outside areas all the time, and frequently take it out for a play.
