If you look at the TURBO you will see that it has a oil line that hooks to it.

The oil seal starts leaking and oil from the engine runs inside of the turbo and makes an oily mess in turbo and Intake hose. Alot of times the engine will smoke out of the exhaust. You need to replace TURBO.

Will a diesel engine not getting enough air cause a turbo to go out?

Yes, a diesel engine not receiving enough air can potentially lead to turbocharger failure. Insufficient airflow restricts the turbo's ability to generate the necessary boost, causing it to work harder and overheat. This can lead to increased wear on the turbo components, resulting in premature failure. Additionally, poor air supply can create imbalances in the engine's performance, further stressing the turbocharger.
