In case of the first shell it would need 2electrons to be complete.
In case of the second shell it would need 8 electrons to be complete.
In case of the third shell it would need 18 electrons to be complete.
In case of the fourth shell it would need 32 electrons to be complete.

The reason some elements are chemically inert is that their outer electron shell, the valence shell, is full. It is the action of the valence shell electrons that determine chemical bonding possibilities. You'll recall that bonding is the electrons' way of filling a shell by borrowing an electron or a couple or three to fill a shell, or loaning out an electron or a couple or three to end up with a full outer shell. And all this happens because atoms tend to be "happiest" with a full outer electron shell. If an element already has a full valence shell, it isn't interested in loaning or borrowing electrons.
