Cigars are addictive simply for that fact that they contain tobacco. Tobacco is a known to contain nicotine which is a carcinogen and is terribly addictive. The question assumes cigars are addictive. Many would disagree. Many thousands of people have a couple per month or per year. You will not see a cigar smoker "hot boxing" with the cigarette smokers at the company smoking area in the middle of winter. Habit forming? Yes, not addictive.
Cigars are WAY better than cigarettes because they are bigger and are more tastier. Another thought: I would not consider cigars addicting, though they do contain nicotine. The nicotine is absorbed into the mouth. Habit forming? Yes, cigars can be habit forming.

Think of cigars more along the lines of the finer things like wine, etc. They are generally meant as a relaxing, on-occasion type smoke.

All tobacco products are "addictive" because Tobacco Control says they are (apart from, of course, the nicotine replacement therapy products maunfactured by their sponsors and paymasters, the pharmaceutical industry).

Cigar smoke is alkaline, so it can enter your body through the walls in your mouth and it's not addictive. There's also the part about cigars being so expensive you can't afford to get addicted to them, but that's a side issue. - - - - - I may be wrong here, but as far as I know, you aren't supposed to inhale cigars like you are with cigarettes. And then you won't inhale the nicotine either.
