The density of salt is higher than the density of water. (density is kg/m3) So when you mix salt and water, and the salt dissolves in the water then the density of the water is higher than it use to be. (When you mix salt in water the volume of the water actually goes down! This is due to ion-contraction. So the density of the water doesn't just increase, it really increases.) The ability of things to float is a matter of how much water you displace, a matter of volume. The greater the volume of water you displace the greater will be the boyant force. It is also a matter of the density of the water you are displacing. As salt water is more dense than fresh water it is more boyant. As the water in the Dead Sea is very salty it is very boyant.

The dead sea is the saltiest sea in the world. Its very salty water makes a relatively thick, heavy medium which is heavier by volume than our bodies.

There is so much salt in the water that the water becomes really dense, so you can lay on your back in the water and just float.
