It's hard to say. Perhaps it is because the lead roles in the tragedies are the parts that Shakespearean actors really liked to sink their teeth into so those were the plays that got put on more often. And as a result those were the plays that got taught in school. And the plays people know best are the ones they learn in school. Really, some of the plays that we don't study (and as a result aren't popular) are really quite good, like Measure for Measure or The Merry Wives of Windsor.
