Could be, broken/missing brake hold down hardware, cracked/broken brake shoes, frozen brake cylinder, frozen e-brake cable,
Excessive brake pressure, or brake pressure imbalance Front/Rear.
A brake issue such as a stuck e-brake cable.

Rear drum brakes, that lock up during heartbreaking quicker than the front brakes, can be adjusted. The rear brake pads need to be backed off.
A stuck e-brake cable, missing/broken brake hold down hardware, cracked brake linings, stuck wheel cylinder, grease/oil on right rear brake shoes, out of adjustment, a pinched or crushed brake line leading to that wheel.
In most instances both rear wheels. However some older cars only lock 1 rear wheel.
What cylinder? Master (brake) cylinder? Rear Brake cylinder? Lock cylinder?
If only the right rear brake/signal light is effected it is not the fuse. Inspect the right rear brake/signal bulb, socket and wiring.
You start at the brake farthest from the master cylinder. right rear, left rear, right front, left front.You start at the brake farthest from the master cylinder. right rear, left rear, right front, left front.

I believe that would be the rear brake anti-lock control valve. You should still have rear brakes with that disconnected but the anti-lock will not function.
