Muscle tissue makes up organs that are able to contract and shorten.
There are three basic types of muscle: smooth, skeletal, and cardiac. Smooth muscles are part of organs like the intestines, skeletal muscles are connected to bones, and cardiac muscles makes up most of the heart.
Much of our internal organs is made up of smooth muscles. Smooth muscles make up the walls of many organs; eg bladder, gallbladder, arteries, and veins, digestive tract and oesophagus. The smooth muscles are controlled by hormones and the nervous system. Smooth muscles are often called involuntary muscles because we cannot control there movement.

Voluntary muscles are all the muscles you use vouluntarilly, or by your own decision. This includes anything you choose to move, such as your arm, leg, etc. Involuntary muscles are muscles that work on their own like the heart and lungs. The third kind is smooth muscle tissue that makes up internal organs. :)
A complete muscle, consisting of muscle fibers, connective tissue, nerve tissue, and blood tissue, is considered one organ by itself. Muscles are not organs. As far as bones, they are not vital organs. (not that I know of)
