Uranium is an element; it cannot be 'made' as it were. It is similar to iron or oxygen in that respect.

Only supernova explosions are powerful enough to actually make uranium or any element heavier than nickel and iron. Some uranium can be made in nuclear breeder reactors or in labs by bombarding thorium samples with neutrons.
