Satan was tempting Jesus with all powers. This is written as all the kingdoms in the world. Satan was tempting Jesus to get all powers in exchange for worship of Satan. One surprising element of this story is that Satan's ability to give Jesus all powers suggests that Satan has all powers.

Why not say what Jesus did: "Get thee behind me, Satan".

Context is the answer. The context happened like this: Jesus goes into the desert to fast from food and water for 40 days and nights. Then Satan shows up and starts tempting him. At every turn Jesus replies with a verse from scripture that condemned giving in to Satan's temptations. When Satan tempts Jesus to worship the Devil (himself) Jesus replies, "It is written: 'Worship the Lord your God and serve him only" Basically Jesus was saying, "I cannot worship you because scripture says man must only worship God." Remember that Jesus was both man and God.
If Jesus had bowed down to Satan then the plan of the Father would have been foiled. Satan would have won his battle against all righteousness. We learn that Satan tempts the all who have power over the people. You have only to look at the state of the world today to see that Satan and his angels seem to be winning the battle. No one is free from government control.If Satan could not have Christ then he will have others who are in power. He tried the same with Moses but Moses told him to get hence. Satan will tempt anyone if he thought that he could get the people on his side.
Quite the opposite. Satan is a liar and murderer, therefore he is the exact opposite of "the truth and the life" which Jesus said of himself. Christ is the life; Satan is a murderer -one who takes away life. It should be clear then that Satan is the exact opposite of God and Jesus Christ in his intents, motivation and character. Lastly, Jesus casts out evil demons/spirits and said this:Matthew 12:25-27New International Version (NIV)25 Jesus knew their thoughts and said to them, "Every kingdom divided against itself will be ruined, and every city or household divided against itself will not stand. 26 If Satan drives out Satan, he is divided against himself. How then can his kingdom stand? 27 And if I drive out demons by Beelzebul, by whom do your people drive them out? So then, they will be your judges.

Satan didn't tempt Jesus to be a kind of messiah. Satan tempted Jesus to turn away from being the messiah. Satan tempted Jesus to turn away from God the father and to worship him, Satan

With the birth, life and ministry of Jesus, it was the beginning of the end for Satan's rule of the world. When Jesus died on the cross the plan was completed. Satan was defeated, the sacrafice complete. It is now just a matter of time before Christ returns and rids the world of sin for eternity. He will then rule the new heaven and the new earth. It will be His rule, not that of the fallen angel Lucifer. It will truly be the Kingdom of God, at last.
