The rims and covers are usually forged steel, though the rims are sometimes welded up. It's strong enough to take the weight of vehicular traffic that rolls across it. The covers are round because round covers cannot fall into the hole.

The manhole itself is usually a concrete vault that is precast and set in place. It is then backfilled, which is the process of packing earth (or sand) around the vault to "fill in" between the vault and the hole in which it was set.

Is it legal to enter manholes?

No it is NOT legal, AND it's dangerous. Manholes are covers for many utility lines and anything within them is either private property (phone company - cable company - water company - etc) or government property. You would be trespassing. ADDITIONALLY - dangerous gases and oxygen depleted air collects in manholes and if you descend into one you could be overcome and die.
