Vinyl is the best option for a material when making hand cut decals. It is easy to manipulate and shape using an X-Acto knife, and is easy to adhere to your choice of medium.

Also, materials like styrofoam prevent movement of heat from outside to inside simply by being a poor conducting material, and so they also act as insulating material.
