That meant they were arguing because they weren't supposed to have taxes without a representative (like a governor for example). Because, who were they really paying taxes to? Britain. But they lived in America. Britain wasn't supposed to control them. That led to the Revolutionary War, etc... Anyway "Taxation without representation" means that people like loyalists (those who supported British government) didn't mind taxes without a representative.
