This is put into effect at a wedding, funeral, baptism or just a normal church service. Also bear in mind that before there were watches, the church bells would notify the town that it was midday - pretty nifty, huh? (Especially when you're working hard in the fields or in the smith and work up an appetite!)
I believe that it was. I used to ring at St Mary's Southampton, and when we ended the evening practice we would always chime the bells in the tune of the song.
