To force the Balnibarbians to obey King Laputa, he uses a magnetic device to either raise the island when the citizens are being good, or to lower the island when the citizens disobey. This is fiction, of course, from the story "Gulliver's Travels".
The king of Laputa uses a large piece of steel lodged in a small wooden box that he can aim at the heads of the Balnibarbians to enforce their obedience through fear and physical harm. This method allows him to control his subjects with the threat of immediate violence.
The king of Laputa asks Gulliver about the government, customs, and institutions of England. He is particularly interested in learning about Gulliver's perspective on war and politics in England.
In Gulliver's Travels, the king of Laputa is unable to suppress the revolt in Lindalino because of his impractical and abstract thinking. The people of Lindalino were revolting due to the oppressive and exploitative policies imposed by Laputa on them. The king's detachment from the needs and grievances of the people of Lindalino prevented him from effectively dealing with the uprising.
