I would not worry to much about this noise when the motor is cold; engines have clearanaces that come together at operating temperature. If this noise happens when the motor is at operating temperature then you might have a problem.

Blower motor is most likely dead. Locate the motor (near dash commonly) and with fan in car on , tap with hammer. If blows your motor is the prob, $50-60 for the motor and it takes about 40 min to replace.

no cause if do they die so u leave the tap water out for about a week cause tap water has a chemical in it that will harm the tadpoles
Not really. They might wing it by saying "you looked overweight", but the only cause they need is to think that you might somehow be in violation.
bad blower motor
It might be a broken motor mount or transmission mount.
A tap might cause it to engage but I doubt it. try swapping another one into its place.
Likely the blower motor is bad, causing increased current and blowing the fuse. Replace the blower motor.
if the motor is turning then it could be off the track or a gear might be stripped.
