In my opinion, blue eyed girl's or women with blue eyes would look great with some dark tan face powder,dark lipstick,and some brown eyeshadow. My mom has blue eyes and that is what kind of makeup she wears every single day. Except for the eyeshadow. Instead of eyeshadow she wears mascara.
Personally I've never liked blue eyeshadow and not everyone looks good in it. When you allow your child to start wearing make up is really up to the parents. Blue eyeshadow is more suitable for going out at night and have a more natural look during the day.

you can use a color closer to the blue. i mean like violet, this will be more appropriate as eyeshadow are use to improve the eye appearance than the hair.
