Personally I've never liked blue eyeshadow and not everyone looks good in it. When you allow your child to start wearing make up is really up to the parents. Blue eyeshadow is more suitable for going out at night and have a more natural look during the day.

For the lolly bags you could put a mini eyeshadow palette with some lip gloss and lollies such as snakes, gummi bears, and banana's.
