The regulator Ofcom publishes lists of which numbers have been allocated to which operator. However, you will need at least 5, or sometimes 6, digits to determine the operator owning a block of numbers.
Note that this will only tell you which company was originally issued the numbers. It is quite possible for people to take their numbers with them when they move to a different mobile network entirely.
Although various ranges of mobile codes are allocated to particular operators for initial assignment, mobile numbers are portable, meaning that you cannot tell just by the first few digits which operator serves a specific mobile number.
It could be any network ! When mobiles first started, their numbers were grouped together, so you could literally identify which network the phone was using, by the first 5 digits. Once the mobile networks were de-regulated, you had the option of taking your number to another network if you wanted to - and thus, a mobile number may not be allocated to the network it was originally assigned to !
It's no longer possible to 'tie' a mobile number to a specific network. When mobiles were first introduced - each service provider had their own code - so that a person could recognise which network a call was coming from. Additionally, networks often reduced the cost to call someone on the same network. Now - with deregulation of the network, people can take their number with them - even if they change to a different provider.
Therefore - the digits 0788 could apply to ANY of the current networks ! It's possible (but not guaranteed) that directory enquiries could tell you which network the number is con - but they don't have to disclose that information.
