If Prime Material Dragon wants to stop the effect, it has to activate its own Quick Effect in chain to the destruction effect, so it would add to the chain as Chain Link 2 against Dark Hole's Chain Link 1. The negation effect will resolve, and Dark Hole will be negated. If PMD chooses not to chain, and Dark Hole is allowed to resolve, all monsters are destroyed. There is no way to selectively save certain monsters with Prime Material Dragon, it either stops the whole resolution or not at all.

Monsters do not have Priority, players do. Once successfully summoned, the turn player may activate Judgment Dragon's effect as chain link 1.
Prime Material Dragon's effect has to be chained to whatever you want it to negate. So if Dark Hole is activated, it has to chain to it, to negate it. If you allow Dark Hole to resolve, all monsters will be destroyed, including Prime Material Dragon. There is no way to only let Dark Hole destroy some monsters and then be prevented from destroying others in that way.
Yes, you can do that. Judgment Dragon activates its effect at Chain Link 1. Enemy Controller would be chained to this at Chain Link 2. Resolving backwards, you will take control of Judgment Dragon, then all other cards apart from Judgment Dragon will be destroyed.
Stardust Dragon can only chain to destruction effects that activate. The destruction effect on Venom Swamp that destroys monsters it reduces to 0 ATK, is not activated. It is a continuous effect, and can't be chained to, so Stardust Dragon cannot negate it.

It doesn't matter who started with Priority, the simple matter is, if a monster has an activated effect, then Fiendish Chain can be chained to it. Fiendish Chain will resolve first, and the monster effect will be negated before it can resolve. The main problem is against monsters that tribute themselves as a cost such as Exiled Force or Stardust Dragon. Because they leave the field as the cost of their own activations, Fiendish Chain would not be able to target them.
