Depending on your geographical position, Buds start forming around late September to early - mid October. There are certain strains that take longer to bud and it mostly has to do with your positioning and the strain.

Yes & No. Your question is partly wrong. Marijuana "buds" i.e. flowers as the last step of growth. The buds/flowering parts are then removed & dryed for about a week. So in answer to your question marijuana does "bud" while still being watered & growing, but needs to be dryed out before smoking/consuming.
