War Machine would have the edge with speed, handling, and dexterity though, so Stane would have a near impossible time getting a solid bullseye on War Machine. Also consider, if Stane had the Hulkbuster armor, he wouldn't need the Iron Monger armor at all. I'd say in a fair fight, it's a stalemate. War Machine couldn't do much damage to stane, and as long as War Machine kept out of Stane's reach and kept moving, Stane couldn't make a decisive hit.
