You should avoid lower priced, or off brand boards such as ones from ecs.

Biostar is a budget motherboard manufacturer, so they'll have a lower quality but will be much cheaper. If you're looking for a budget brand, they'll be one to consider.
You don't want to buy anything too cheap,but you can tell by looking at the case closely if it's well made.
At the current time the new amd motherboard from gigabyte has the highest ratings.
If your looking for prices on a Dell laptop specifically, you should try looking in an electronic store that sells that brand or going to their website.
Harddrives will work as long as the motherboard supports the interface. SATA requires SATA. IDE requires an IDE port. Ram may or may not, that depends on the motherboard and if it supports the speed of your ram. USB drives should be fine. I'm not sure of the use of a memory card for computers...

Just put the disk in - it should usually work. If it doesn't, google the brand of your motherboard and figure out how to edit the boot order so the CD comes up before the HDD.
