Grotle is not able to learn the move Earthquake by leveling or by TMs. It's evolved form Torterra is able to learn Earthquake at level 32.
First, you should learn the Ollie. Then, you can move on to the Manual. Then, a Pop Shuvit would be a good beginners move.

Heres some strengths and weaknesses to evolving Pokemon, when evolved they will learn moves slower and may not learn a move that its pre evolution would have Example Pikachu can learn thunder but Raichu can't unless you use a TM. Also when evolved there stats will increase more in certain categories like speed for sceptile but its pre evolution may have increased special attack more, But being evolved will indeed make you stronger, also when evolved a Pokemon can now breed and make its pre evolution Example Electabuzz is fully evolved and when you breed it its pre evolution is elekid. Basically evolving has stat benefits and some move benefits like they may not be able to learn a certain move like earthquake until there evolved. Evolution is not bad but it has a few disadvantages so if you want train all forms of a Pokemon and compare which is better.
In order to learn a new move, the Pokemon must forget moves first. Then, it has to level up and it will learn the move it should have already learned.
Murkrow learns it at 41. If you've already evolved it into Honchkrow you'll have to take it to the move relearner.

In Generation 4, Torterra cannot learn Fissure by breeding. Fissure is a move that can only be taught through TM or by leveling up in specific cases for certain Pokémon. Since Torterra is a fully evolved Pokémon and does not have Fissure in its move set, breeding it will not result in offspring that can learn the move.
