You can teach Roserade's many moves, yet it never learns Petal Dance. You can teach it Grass Knot anytime, even when it is in it's single stage as a Budew. You can teach Roserade any moves, but I don't have a clue what moves he/she learns when it levels up. x
Just like the other Pokemon games you can teach moves when Pokemon level up or by TM's and HM's which are machines containing various Pokemon moves such as Thunderbolt or Fireblast. You can even have a move tutor teach moves to your Pokemon where that person is i can't tell.

Lugia! Lugia's water type moves are super effective to ho-oh! Unfortunately, for some reason, Lugia isn't a water type!!! So ho-ohs fire type won't be not very effective, but Lugia's water moves will still be super effective if you use water moves
