It doesn't learn moves you need to teach pikachu the best moves (thunderbolt,thunder,slam,quick attack) Then evolve pikachu into raichu.
He can definately learn iron tail and maybe gyro ball. Why? Just catch a steel type pokemon!
I am not sure if there compatible but who ever his the female Pokemon the baby will be the preevolution of that Pokemon unless it doesn't have a preevolution and it will have the fathers TM moves as long as the baby can learn those moves.
