Well lanturn is a great choice considering it has generally good defensive stats and attacking stats its ability volt absorb is very useful as well it can't learn many moves but it makes up for it in the long run. Starmie on the other hand is great with special attack and speed its hp can be its biggest weakness along with special defense but other than that Starmie can learn more moves than lanturn making up for its weaknesses. If i had to choose i would pick lanturn.
