Magikarp is a useless Pokemon. The only way to get it to move is to evolve it into Gyarados. I recommend finding the scientist in the entrance to Cerulean City, I believe... He gives you an Exp. Share. Give it to Magikarp and train other pokemon. Eventually Magikarps level will go up and he will evolve
Actually magikarp learns tackle at level 15 and headbutt at 100.

When the character(s) in the Resort Area talk about that, they are probably referring to the Magikarp you can catch at extremely high levels there. With a Super Rod, you can catch Magikarp up to level 100. Its actually a shiny gyarados. Its red and white and extremely hard to catch

idiot magikarp doesnt evolve with a water stone
Well, to be honest, i don't know when it learns water moves. In Ruby, Emerald and Sapphire, Magikarp learns Tackle around level 15. My Magikarp is level 16, and only knows Splash and Tackle. And for everyone who doesnt understand Magikarps existance, it evolves into an extremly powerful pokemon- GYARADOS!

level 20 it is so ovious but it is kinda hard {i suggest gowning to one of the three shard guys i pearl dimound and platinum any other games you just have to use rare candy. cause if you catch it at 14 or lower it virtually impossible to train at level 15 it learns tackle areal attack}. but in the end you have a strong gyridose. i know i have a awesome gyridose level 100. it is worth the wait! my this answer serve you well. sorry about my spelling Errors! thanks for understanding hope you love your gyridose!
