The Disney Vault is a term used for the policy of when they release movies for sale. Movies that are in the vault now include "The Lion King", "Aladdin", and "101 Dalmations".

Disney's 101 Dalmatians was released from the Disney Vault on February 10, 2020, as part of the film's 60th anniversary celebration. Disney typically rotates its classic films in and out of the vault, so it may be some time before it is placed back in the vault again. For the most current availability, it's best to check Disney's official announcements or streaming services.

This year on April 30, 2011 the movies going back into the vault are Snow White and the Seven Dwarfs (1937), the world's first full-length animated feature film in motion picture history, Pinocchio (1940), Walt Disney's second animated feature film, and Fantasia/Fantasia 2000 movie pack.

No; Harry Potter was not produced by Disney and therefore Disney does not have the right to lock it in it's vault.
Typically it's on the movie's anniversary, it's 20th, 50th or 70th depending on how old the movie is naturally. I read they'll release them ever 7 or 10 years so a new generation of children will be able to watch them and of course, purchase them.
It was released as a "Special Edition" from the Disney Vaults in October 2004 with higher quality, bonus features, and deleted scenes. But, it was put back into the Disney Vaults in January 2005.
