It can be, although a nation must be recognized as a legitimate country before it can be classified as a nation-state. Though, there are no states which have borders that line up perfectly with a certain culture, to date.
To be recognized as a country, an area of land must have a centralized government. This government can be divided up between municipalities, provinces, or states, but it must be of one body of government.
You apply borders to some or all cells. Don't confuse borders with gridlines. Gridlines show the cells. A new worksheet has no borders, just gridlines.
