In a theocracy, everything is run by the religious hierarchy. (Technically, it's run by God, but He doesn't seem to take much interest in the day-to-day politics.) So if you wish to participate in the theocracy, you must become part of the religious structure, and attain some power or status in that structure. The only functioning theocracies in this era are Islamic, such as the Islamic Republic of Iran. Not even Saudi Arabia is a real theocracy.

No, they cannot. In order for a citizen to enact a citizens arrest, most have to have witnessed you committing a felony crime. Then the citizen is the one who fills out all the paperwork and essentially is your arresting officer. In order for a Police Officer to arrest you, they must have reasonable suspicion that you've committed a crime.
The purpose of a theocracy is to grant powers to the government leaders that would otherwise not be granted upon them if it weren't for reverence for a deity figure. The government leaders make it so that the citizens must do their bidding under the guise that they are doing it for their God, as opposed to the whims of the leaders.
