Several countries have developed partnerships with NATO without becoming full members. NATO's goal is to create dialogues between countries and help solve international conflicts. Some countries that have or have had partnerships with NATO include Russia and Ukraine. These countries are represented by Heads of Diplomatic Missions or Liaison Offices located at the NATO Headquarters.
Sweden is neither a member of the Allied nor the Central Powers, as it maintained a position of neutrality during both World Wars. Throughout these conflicts, Sweden focused on preserving its sovereignty and avoiding direct involvement. Today, while not a NATO member, Sweden cooperates with NATO and is aligned with many Western policies, especially in terms of security and defense.
NATO says it's used to guard against limited missile attacks. Russia thinks it might be used to attack west.
The intervention in Libya is actually a UN mission, authorized by the Security Council of the UN. It just happens to be that the UN members who have chosen to participate are also members of NATO. I believe there is some participation by Dubai as well, which is a non-NATO nation.
