It is an acronym for "Korean Intelligence Support System"
U.S provided military support to South Korea, because South Korea was claiming capitalism. North Korea was claiming socialism,so Russia provided military support to North Korea, because U.S was claiming capitalism, and Russia was claiming socialism too. Actually the Cold War was between U.S and Soviet (Russia), and in Asia, the Cold War turned violent. In 1950 Communist North Koreainvaded non-Cmmunist South Korea, starting the Korean War.(the United Nations sent troops from the United States and its allies defend South Korea. China's army also helped North Korea. The war ended 3 years later with no winner.

I do not know the full extent of the participation of Canadian Lt. Colonel (then Major) Sidney Arthur Mooney's involvement in the Korean War. He was present during the Battle of Kapyong and probably provided logistical support due to his strong ties to the American military commanders and his history as a forward observer in WWII. He was a military observer for the UN for some duration after the armistance, although his role has yet to be de-classified.
