In 1931, Japan violated the Kellogg-Briand Pact by invading Manchuria. The pact, signed in 1928, aimed to prevent war as a means of resolving disputes. Japan's aggressive expansion in Manchuria demonstrated a disregard for international agreements and set the stage for further military actions in Asia. This invasion was a significant step towards the escalation of conflict in the region leading up to World War II.

The Smoot-Hawley Tariff was enacted in 1930, and the Hoover Moratorium, which called for a suspension of war debt payments, was proposed in 1931.
