No. Every branch of the U.S. Military is actually used more often for humanitarian missions than military missions. After most natural disasters (2011 Japan disaster, Hurricane Sandy, Haiti earthquake etc.) the U.S. Navy and Marine Corps are usually on scene within days, most of the time with the U.S. Coast Guard as well. In fact when a massive earthquake hit Haiti in 2010 the Coast Guard were the first ones on scene providing support. The Army and Air Force also come in within 1 or 2 days of the Navy. When Hurricane Sandy hit in October/November here in New York, Navy ships were here providing aid. When Hurricane Katrina hit, the Coast Guard was the only agency doing anything about it for the first week or so...they rescued over 30,000 people from their houses in about 5 days. When we had no power after Sandy hit, the Army and Air Force were here patrolling the streets to stop looters and keep us safe.

No, the earthquake in Haiti was what is called a natural disaster. A natural disaster is not caused by anyone. Even if the Haitian government did somehow plot the entire thing, the resources needed to even begin to cause such a thing were way beyond what their national treasury could have handled.
