Oddly enough, the New Scientist magazine had a discussion on this subject, and it was concluded that nobody really knows. There are theories that don't hold up to scrutiny, and many reasonable ideas--but nobody knows!

Do bed bugs come out in the day time?

YES. Though bed bugs prefer to come out only at night, to bite you in your bed while you sleep (generally in the small hours of the night), they WILL bite you at any time of day if they are hungry and you are around. If you are not sleeping in your bed, or have made it hard for them to bite you at night, then this is inevitable. They prefer to bite at nighttime, in the dark, but will bite in broad daylight if they have to.

What makes bed bugs come out?

They rather come in at night but will come in during light if need. They are very smart insects and know the best time to attact. Sleeping with a nightlight may reduce the amount that come out. Spray all edges of bed box and mattress with alcohol at least twice a week to eliminate as many bugs as possible
